These terms govern your use of this website and describe the limits of what Threshold Security Consulting does. Read the scope and disclaimer sections. They are the ones that matter.
What we do, and what we do not do
Threshold Security Consulting provides physical security assessments and written recommendations. That is the entire scope of our services.
We conduct site surveys, evaluate physical security conditions, and deliver written findings and recommendations, including documentation intended to support California State Nonprofit Security Grant Program and federal Nonprofit Security Grant Program applications.
We do not provide, and this website does not offer:
- Security guard, security officer, or patrol services
- Any service requiring a Private Patrol Operator license
- Alarm system sales, installation, monitoring, or service
- Private investigation, surveillance of persons, background investigation, or evidence gathering
- Locksmith, armored transport, or any other licensed security trade
- Installation, sale, or servicing of any security equipment
Threshold Security Consulting is not licensed by the California Bureau of Security and Investigative Services and does not hold a Private Patrol Operator, Alarm Company Operator, or Private Investigator license. Nothing on this website should be read as an offer to perform any service that requires one. If your situation calls for licensed services, we will tell you and refer you to a licensed provider. We receive nothing for that referral.
No guarantee of any security outcome
A security assessment is a professional opinion about conditions observed at a specific property at a specific time. It is not a warranty.
Implementing our recommendations does not guarantee that a crime, attack, trespass, theft, injury, property damage, or any other incident will not occur at your property. Nobody can promise that, and anyone who does is selling something. Security measures reduce risk. They do not eliminate it. Threshold Security Consulting is not responsible for any incident that occurs at an assessed property, whether or not our recommendations were followed.
Conditions change. An assessment reflects the property as it was during our visits. Changes to the building, the staff, the surrounding area, or the threat environment can make findings out of date.
No guarantee of grant award
We prepare vulnerability assessments intended to meet the documentation requirements of CSNSGP, the federal NSGP, and similar programs. We do not control, influence, or participate in any funding decision.
We do not guarantee that any grant application will be submitted successfully, scored favorably, approved, or funded, in whole or in part. Award decisions belong to the granting agencies and depend on factors entirely outside our control, including available funding, program priorities, competing applications, and the rest of your application. We are not a grant writer and we do not submit applications on your behalf unless a separate written agreement says so.
No professional or privileged relationship
Threshold Security Consulting is not a law firm and does not provide legal advice. We are not insurance advisors, engineers, architects, or building code officials, and nothing we provide is legal, insurance, engineering, or code-compliance advice.
Using this website, sending us a message, or speaking with us does not create an attorney-client relationship, a fiduciary relationship, or any other confidential or legally privileged relationship. Communications with us are not privileged and may be discoverable in litigation. If you need privileged handling of a security assessment, retain counsel and have counsel engage us.
Assessment reports may be subject to disclosure in litigation, in public records requests where the client is a public entity, or in insurance proceedings. Discuss that with your own counsel before commissioning one.
Independence
We do not sell security equipment. We accept no commissions, referral fees, finder's fees, or compensation of any kind from any vendor, installer, integrator, or contractor we mention or recommend. We have no vendor relationships. If that ever changes, this page changes first.
Website content
Everything on this site is general information about our services. It is not a security recommendation for your property, and it is not a substitute for an assessment. Do not act on it as though it were.
We try to keep the site accurate and current but make no warranty that it is either. The site is provided "as is" and "as available," without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
Your submissions
Do not send confidential information, detailed descriptions of security weaknesses, floor plans, camera locations, alarm codes, or anything else sensitive through the contact form or by email. Email is not a secure channel. Send an inquiry, and we will arrange a secure way to discuss specifics.
You are responsible for having the authority to request an assessment of a property you do not own.
Limitation of liability
To the fullest extent permitted by California law, Threshold Security Consulting is not liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or for lost profits, lost data, business interruption, personal injury, or property damage, arising out of your use of this website or reliance on its content.
Liability arising from a paid engagement is governed by the written agreement for that engagement, not by this page.

Links to grant programs, agencies, or other resources are provided for convenience. We do not control those sites and are not responsible for their content, accuracy, or privacy practices.
Governing law
These terms are governed by the laws of the State of California, without regard to conflict of law rules. Any dispute arising out of this website will be brought in the state or federal courts located in Los Angeles County, California.
Changes
We may update these terms. The effective date at the top will change when we do. Continued use of the site after a change means you accept the updated terms.
